I am playing with solidity programming language and trying to implement a contract that every made transaction is deducted with tax fee and this tax fee should be transferred to some specific address of a contract which is being created. Is that possible?

Can't we save these file on cloud storage (centralized solution like dropbox), and link them with blockchain data using a file hash? Or is it better to use a distributed file storage like IPFS? Or is there any better solution in term of security, volume, performance, and fault tolerance.

The eventual thing that I want to achieve is to migrate/deploy a smart contract using truffle through an API call. I would prefer to do it in NodeJs.

This question is related to deployment of smart contracts on Ethereum and Polygon network. I am able to deploy using command line interface truffle commands. For example truffle migrate --network matic. How do I run these commands through code? Do I need to use chile_proces.exec function to execute the truffle commands? Or is there a different way that devs are already doing it?
