How Do I Write A Callback To Set The Ansible Log Level Per Task?

I have certain plays that are failing on a server and I need the logging to be debug level for those tasks.
However, I have certain other plays that generate a ton of lines at that level so I don't want them at debug level.

At different points in time there have been different plays this would have been useful for so I don't want to add the debug optional on every task.

Essentially I want to have debugger: on_failed in the ansible.cfg

How do I write a callback to change the log level per task?
